The Washington Post explains:

U.S. soldiers have become a rare sight in Baghdad since June 2009, the deadline the Iraqi government set for Americans' nominal departure from cities as part of a bilateral agreement signed the year before.
Coming two days after an attack on a Baghdad Catholic church during Mass in which 58 people were killed, the newest wave of violence infuriated Iraqis. Many blamed the worsening security situation on their elected officials, who have been unable to form a government since parliamentary elections March 7.

10/25/2010 - Thirteen Executed - Tijuana, Mexico

According to reports, several gunmen arrived in two dark-colored cars at the El Camino rehab center at around 8 p.m. local time. Four gunmen holding high-caliber assault rifles raided the center, controlled the personnel, and ordered the 13 individuals to enter one of the rooms, line up, and lie face down.

Drug rehabilitation center have been the target of attacks, because according to locals and federal officials, they are used by individuals as a refuge from rival gang members.

Some 25,000 people have died in drug-related violence after a military campaign against drug cartels was launched by President Felipe Calderon at the end of 2006.

Yet the massacre was obviously related to Mexico's formidable war against drug cartels, and added to the some 28,000 lives already claimed by drug-related violence since President Felipe Calderon launched an anti-drug campaign in December 2006.
The rehabilitation center is located in the same neighborhood where law enforcement officials seized about 105 tons of marijuana last week, which marked the largest drug bust in the country's history, according to the reports.

The blast happened shortly before dawn, at around 6.30 a.m. local time, at the eastern gate of the Baba Farid Shrine when two men on a motorcycle dropped off a milk container near the gate. Moments later the container exploded, creating a huge ball of fire.

Monday’s blast is the third major attack on a shrine in Pakistan over the past four months. On July 1, at least 40 people were killed and more than 170 others were injured during an attack at the Datta Darbar Shrine in Lahore. Another attack happened at the Abdullah Shah Ghazi Shrine in Karachi, killing 14 people and injuring more than 70 others.

The explosive device detonated under a canopy at the Culture and Sport Palace in the North Caucasus city, as people were making their way to a concert by a musical ensemble from conflict-torn Chechnya.The victims were spectators, officials were quoted as saying.
Reuters explains:

Russian President Dmitry Medvedev last year ordered that Stavropol Region be included in a new North Caucasus Federal District along with mainly-Muslim Chechnya, Dagestan and Ingushetia in a bid to tackle growing violence.

Medvedev's new envoy to the district, former metals executive Alexander Khloponin, on Wednesday called an emergency meeting to discuss the bombing, RIA reported.

Stavropol city is 350 km (220 miles) northwest of Chechnya's local capital Grozny. It has largely escaped Islamist insurgent attacks, but the surrounding region has seen some of the deadliest attacks in the long-running conflict.

Chechen rebels seized hundreds of hostages in a hospital in the Stavropol Region town of Budyonnovsk in 1995 and more than 100 died during the rebel assault and a botched Russian raid.

In the last major attack, seven Russian policemen and 12 gunmen were killed when special forces stormed houses to fight rebels holed up in a village near the city in 2006.

A car bomb exploded Wednesday near a US-run civilian-military base in the southern Afghan city of Kandahar but there were no casualties, police said as Afghan and US troops cordoned off the area.

Regional police chief General Mohammad Shafiq Afzali told foreign news agency the car had been in the parking lot of the Provincial Reconstruction Team (PRT), but it was unclear if it was detonated remotely or by a suicide bomber. "There have not been any casualties," he said.

The rebellion across the southern provinces by a shadowy band of separatist Islamists fighting for greater autonomy in the area bordering Malaysia has left more than 4,100 people dead.

There have been fewer attacks recently in the south because insurgents knew their cause had been overshadowed by two months of deadly anti-government protests in Bangkok, said analyst Srisompob Jitpiromya at Deep South Watch.

The region was an autonomous Malay Muslim sultanate until it was annexed in 1902 by mainly Buddhist Thailand and tensions have bubbled there ever since, escalating into the current insurgency in January 2004.

Successive governments have struggled to contain the unrest in the southern provinces, where emergency rule has been imposed for nearly five years.

Rights groups have however blamed the continued state of emergency for encouraging a culture of impunity for alleged rights abuses by the security forces.
